That's a tough question. So many folks have such good qualities. I don't really judge a singer on vocal quality, but on the original songs they write.
If I were to judge on vocal quality alone, I'd pick: Enya. She's a pure studio artist, manipulated by voice reproduction -- so even though she writes her own music, I can't rank her number one.
That leaves three other artists which, I think, are the best songwriters. (In other words, I identify with their music.)
Bruce Springsteen, Neil Young and Bob Dylan.
Neil and Bob are the most prolific. Bruce is the most consistent in terms of tone, quality and style.
But I take Neil with me on every road trip, so I guess he has it.
Neil Young. It won't be popular with the Yahoo! Answers crowd, but he writes thoughtful, powerful songs, sung uniquely (some say whiney) that speak to me.
Strangely, though, my wife likes Nick Lachey. Opposites attract. I practically vomit when I get into her car. I'm amazed we were able to procreate.

My favourite singer would have to be Jeff Lynn from Electric Light Orchestra, not talking about the band, he has doen some fantastic solo stuff. I love the way he modulates the chords with his voice and it comes so natural to him, he is just an amazing talent.
Maybe Mini thinks his testicles are an amazing singing talent when their twisted lol. Soprano maybe?
