"WASHINGTON - U.S. spy agencies confirmed North Korea's nuclear test on Monday, even as Secretary of State Condoleezza Rice declared that U.N. sanctions prove the world is united in opposing Pyongyang's nuclear ambitions."

She will visit Japan, South Korea, China and Russia.
Why? aren't they all united? Aren't the sanctions in place?

Our foreign policy is dictated by our "Commander in Chief". From watching or reading any form of media do you see any highlights in the Bush Regime's foreign policy? Do you see any highlights from his domestic policies?

How do you sanction a country with no exports? How could you set up a blockade around an entire nation? We need direct negotiations with this nut-job regardless of what Bush thinks. We have no military option--why is Bush waiting for the worst possible outcome before he acts? Vote Dem in Nov.

The sanction is "in place", but with the stipulation that military action is out of the question. Ironic though, is that while China agreed to the sanctions (voted for them, may not have agreed), they are also refusing to abide by them right out of the gate. China is North Korea's biggest gateway to the world for importing and exporting, so everyone needs China on board. Without China's full buy in to the sanctions, nothing, well, at least not @85-90% of what North Korea moves in our out will be inspected per the agreed and voted upon sanctions. Basically, China will turn a blind eye as of now, and North Korea will be able to move anything they want in, or out of North Korea.

The sanctions are a little vague, leaving the countries some leeway in how strictly they enforce them. In particular, the three countries you mentioned are not so willing to actively enforce the sanctions - US and Japan are more gung-ho. So Rice is trying to get them to be tougher on North Korea. And no, even idiot Bush wouldn't dare attack NK militarily (I hope)

They are part of the 5 party talk team.These countries with us are talking to No. Korea , so Ms. Rice is just making sure we are all on the same page None of these countries including the US want to go to war. China sure will not go to war with No. Korea & Japan has no Army to go to war with. After WW2 we made sure Japan could not fight a war again. Our troops have to defend them if attacked.
