good bye is too final. I say "see you later"

Well in my opinion, the best thing to say when you will never see that person again, would be "goodbye". On the other hand, if you will see the specific person again, I would say " see you later" or "talk to you later". Because in all means, you will be either seeing that person again or never seeing them again.
If you were looking for a different answer, here are some ways to say goodbye:

I generally say good bye when someone is leaving on an extended trip and just bye the rest of the time.

When I was little my grandmother told me never to say good-bye because that was forever.So I say bye see you later.Sometime I throw in a have a good day,night,weekend or something alone those lines.

it all depends on who youre talking to. but formally you should say bye, have a great day, casually just bye/see ya later works for me.
