Why is it that college pass raitings are much higher than those of the NFL?

It seems that a lot of times when stats from college and NFL are similar, the college rating is higher.

College passer ratings don't have a limit, in the pros they can only go up to 158.3

College QBs go up against much worse defenses. They often have rent-a-wins on the schedule that pad their stats.
