Find a well-maintained building, and get an upper apartment (creepy-crawlies tend to stick closer to the ground, even indoors). You shouldn't have any problems unless you move into someplace really rundown, or one with a lot of unkempt vegetation overrunning the yard. Contrary to what you've read, most people can and do live in Phoenix for years and years without ever seeing a cockroach or scorpion.

I was born & raised in Phoenix and have never seen a Scorpion within the City limits, maybe if you live towards the mountains like Cave Creek or Anthem, but not within Phoenix. Cockroaches are rare here too, only see them in dirty unkempt places and sometimes around South Scottsdale because of the dampness from the lake area. Mostly we get daddy long leg spiders & geckos.
I'm not sure where you have been looking, but there are loads of good apartment complexes and for rent condos in the Phoenix Metro area BUT they will not be cheap (good ones around $700-1000/mo for 2-bdrm depending on area). If you are looking for cheap, well there are plenty of those too but they are cheap for a reason..ie, not well maintained and dirty neighbors. Depending on the area of town you need, you could find a house for rent for a similar monthly amout as a decent apartment, but you would need a security deposit equal to at least one month's rent to do that. Most apartments don't require any security these days and many will give you at least the first month free.
Check out Craigslist for condo rentals or the website below for apartments:

And, stay away from South or West Phoenix. Bad areas.
Afterthought: If you are interested in the North Phoenix area around Metrocenter, try the San Valiente apartments. Okay area of town, pretty typical. Nice apartments. Originally built by Mark Taylor. Stay away from bldg 22 (all the students). Get 2-bdrm with all amenities and 1100/sf for about $780-900 per month plus 1-2 months free. --- For rental homes with decent school district & rent, try the Deer Valley area.

HAHA sorry, that is funny, sort of like saying you want to move to a city that doesn't have any buildings :)
I have seen scorpions in all of the places that I have lived. It is something a bit hard to control when you live in their land. I lived in the city for a while and they were in that apartment, then moved into a house in Scottsdale and they are there too, they seem to like to nest in my drip system box. Unfortunately it is something that you are best getting a bit used to. They are gross but if you see them or expose yourself to seeing them, you will get over the phobia and they just become the equivalent of an ant.
I can give you some advice however, before you go to bed at night, shake out your bed, they like to hide in sheets, check shoes before putting them on, they hide in shoes and any other dark place. Just learn to lvie with them, scorpions do not know what you pay to live somewhere and do not discriminate on what neighborhood they choose. I promise, they are not all that bad.

Better get used to it! Scorpions are part of living in the desert. Remember, you would be coming to their home range...you would be the invader here, not them. You would have to accept it and learn to live with these and other inconveniences or dont come at all.

I believe scorpions have lived in the southern area for millions of years.
You have just arrived and I would just get over it .
Michigan and Arizona have nothing in common.
