there really is nothing cheap that you can do that will look nice although if you can do simple sheet metal work you could make a small patch and epoxy in place and then paint it with a spray can of your color code. at least the raindrops will stop falling on your head. a body shop visit will probably cost a couple hundred dollars and if you do nothing , it will rust and leak inside mold the carpet maybe cause a short circuit good luck those police crown vics are fun to drive.

The only way it will look nice is to have an auto body shop weld the holes shut, then fill the reapair with body plastic, work it smooth, then paint the complete top! This type of job is not easy for the average person to do. there are extenuating circumstances that have to be addressed, before any filling and painting can take place. Take it to an auto body shop, or several and get estimates for the job!
Oh, yes, if you aren't "picky" just tear off small pieces of duct tape, and stick them over the holes. Or, you can buy small rolls of aluminum sticky tape, to cover the holes, too. It might last longer than duct tape, and you can paint over it, if you scuff it with a scuff pad first. As for cost-you'll have to decide how much you want to pay for fixing it right, or cheaply! If the car has over a hundred thousand miles on it, i'd go for the aluminum sticky tape and touch-up paint!

PS: If you do nothing, the rain and snow and dirt, bugs, caterpillars, bees, flies or anything will come in and make nests, or make the car smell musty from being damp all the time, from rain!

I had a similar problem with my Dodge Diplomat police car. I smoothed and rounded the edges of the circular holes on the roof and bought rubber plugs of the appropriate size. I used the kind that are flat on the top so when the plugs are pushed into place, the repair is not that noticeable. The plugs have never leaked.

Depends on what model. I have seen some retro fitted with V-10 motors. Most typical Crown Vic interceptors will do 130 to 145. I had a Charger pursuit package and blew the crown vics away. 150 and some change. But those speeds are crazy and if you run your going to kill somebody.

Make sure you go to a GOOD body shop and also have them get all moisture out. Moisture will cause rust from the inside and ruin your headliner.

measure the holes and go to the parts store and tell them you want rubber grommets that size put a little oil on them and they should pop right in and wa-la your holes are fixed and its a neat job also
