i think that when parents talk about strangers, i think they mean other adults, abd strange people in the street (like ho bos), i dougbt that they would ban their children from talking to classmates, or people from sprots teams, or church

Mainly meant for kids, don't talk to strangers in public. Kids at school don't count as strangers.

I believe that's a rule when we're KIDS, lol=P
I don't think it extends to your adulthood; you'd be able to make your own judgements by then.
