The McRib is a promotional item to draw in business during low sales season. Most stores promote it then, although if it's not a big seller in some areas, they don't offer it at all.

The McDonalds in the bayarea doesn't have McRibs anymore. I believe it's a promotional thing and they promote new products once in a while.

The McRib has never been a permanent item on the menu, at least in most areas. I'm sure they'll bring it back "for a limited time" sometime soon.

I don't know about the Mcdonalds where you live, but the one where Ilve don't. They only sell them for a limited time and when they feel the time is right to promote the sandwich they will bring it back out.
