do you have a hardware modem that supports Linux?
Most modem cards or onboard modems in Laptops and desktops are 'controllerless' or 'win-modems' -- meaning that they lack some analog chips so they use the CPU to do digital to analog encoding. Some versions of Linux support 'controllerless' modems which others do not.

I am not familiar with Mepis, but it may require a more expensive 'hardware' modem.
