Information about staff depends on the type of school. In general, EVERYONE needs a clean criminal record. Your teachers should be qualified in both their subject AND teaching. Your administration should be qualified (eg a M.Ed in Education Leadership for Principals and VPs).

All of the other things depend on the size of school you would be operating. Your largest expenses would be property (renting or buying the actual school) and salaries, with legal costs probably coming in a close third (when a new school opens it needs to go through a huge number of checks to make sure it is safe and up to standard, and it's the school's responsibility to pay for all of that). If you look at a government owned school (that doesn't pay for real estate), about 80% of the total budget goes towards salary.

The second link will give you an example of what a boarding school in Vancouver, BC charges students. The actual cost of doing business is probably best reflected by the fees charged for international students, because the local student fee is supplemented by the government. Using the chart at the bottom of the page you can figure out costs for student living expenses. The school example I provided has 350 students in five grades.

Have you tried contacting private schools in your area? I'm sure the school leadership would be happy to mentor you through this project.
