Does anyone no of a free on-line application or tool that I can use to surf the web in virtual privacy; not letting anyone see my actions , like hackers. A tool or app that will hide my IP address

The items mentioned above are all good ways to do so, however you must realize that you can still be tracked.
Basically you go into from your box (A) through box B into box C. While box C sees that it is being visited by box B, if they investigated box B, they'd find out that it is a proxy server, and records would show that box A (that would be you) was the original connection starter.
It's always possible to trace connections, it's just a matter of having the right people to do it.
There are ways where in if you must absolutely hide your tracks, is possible, but it's something that requires more knowledge. No, I can't do it my self, nor do I care to do so, but I know how it works.
