The Money Market Association of the Philippines (MART) publishes a benchmark curve out to 25 years. MART1 Rates represent the average bids for Government Securities submitted by Fixing Banks.

So in general, these are average rates for money in the Philippines.

I think you'll find these two links very useful both in giving you more history on the rates as well as the current/historical rate numbers.
