The higher the area, the higher the discharge... why?

Water always seeks its own level. Rain and Snow will recharge the aquifer and fill small under ground streams and wells.
A drainage basin is a man made collector of rain and snow water. When land is built on it creates an impervious barrier for the water to flow naturally. For every so many buildings and or parking spaces the contractor has to build a place for the water to go. The drainage is basin is usually put at the lowest point of the construction.
This means none of the upland is getting water seeping into the ground.Washouts occurs because the water makes its own new stream to get to the river. Water filtering through the soil in a natural manner helps purify the water.
Water in drainage basin has picked up chemicals along the way from the buildings and road tar etc. and doesn't get to filter them out before it reaches the river. I hope this gives you the picture.

A drainage basin is simply the entire area where runoff all flows (eventually) to the same point.

~If the river is flowing uphill, it must deposit sediment in order to make the climb. Coming down the other side, the volume of water increases proportionately to the amount of sediment deposited. The greater the flow and the steeper the downward incline as the river approches its terminus, the deeper will be the resulting gorge and thus, the basin will be reduced.

because the average amount of rainfall per meter squared will be constant. If you have a bigger area, more rainfall will fall on that area.
