Usually Euro Rail passes can't be bought at Train Stations in Europe, but there are some exceptions.

Go to this website, go to FAQ's, then to General Questions, then question #3 is what you are looking for!

http://www.eurail.com/

Here is what it says:

Can the Eurail Products be purchased in Europe?
Since the Eurail products are intended for non-European residents, it is difficult to find an outlet to buy these passes in Europe. Most Eurail Aid offices sell them, but at a 20% higher rate than back home. Therefore, we stronlgy recommend you to buy your Eurail Products from one of our Agents or from this website.

It lets you pick on the country you are in and it lists the agents in each city.

I definetly think it is best to buy the pass in the US. There are tons of different types and it can get complicated. Buying it in a foreign country where they might not speak good english might make the pass buying more confusing! I got mine at Triple A here in the US. Triple A might also give you discounts.

On another note, I think the Eurail pass was a waste. There are tons of budget airlines in Europe including Ryan Air and I used that a lot while I traveled. I went to Barcelona to Paris for about $50 Euros. If you want to see lots of scenery, and have lots of time, then the train is a good. If you are on a time crunch, using Ryan Air: www.ryanair.com is a good way to go. Another budget airline is Easy Jet: www.easyjet.com

Well, just know your resources. I was in Spain in 2004 and bought a eurail pass for a weekend to travel across the country, it was fun. It wasn't that hard either, all I had to do was go to the station and buy the ticket. As far as I remember it didn't cost too much either. I went from Salamanca to Valencia and back. I lived in Salamanca at the time.

If you buy the ticket in Europe, it'll cost you for a 3 month Eurailticket
$ 1730 , for 15 days you'd pay $ 940 and for Eurai Flexi you'd
pay $ 420 ,good for 8 days .These are averageprices based for a person ,less than 26 years old.
You can purchase the ticket at any Travel Agency , well in Germany you can .So ,here,you can compare prizes.

Eurail tickets are intended for non-Europeans. They aren't readily available over there. It'll likely be more hassle than it's worth.

You're much better off buying them in advance.
