One option is always to act crazy as hell. Start belting out Barry Manilow showtunes, fluffing your hair, and grabbing yourself below the belt, then turn and ask the person, "Who you is?"

Well personally I usually have to go with my "Gut-Feeling" (Subconscious)when I give out money to 'random' people, most likely the unfortunate(Poor)most likely because of these reasons:
-They Might Gather up my donation money and use it to buy drugs,beer, and/or illegal paraphenilia.
-Two Words: Crazy People
I'll just think twice before giving out money.

Be careful/guarded. But then, it could be really someone who's trying to help you, like in my experience. Got lost during a vacation in US n someone actually knocked on the window and read the map to show me the way to my destination ..... He sure was God - sent !!

I try to ignore them but if they wash my windshield or my tires something productive Iwill givethem a tip hey they are servicing my car why not?? It's better then the liars who say they are "vets" or lost their job and have a family to support!
