"To blow" is an Americanism, yes. It's a sexually derogatory term which is humiliating to the subject of the verb, "blows". It suggests that the subject, in this case "Bush", performs a specific form of oral sex on men -- also known as a "bl*wj*b" (the asteriks indicate the letter "o" -- Yahoo censors the real word). Do a wikipedia.org search for "bl*wj*b" to find out more, since I don't really feel like getting my account terminated by Yahoo for explaining it. The slight is worsened because President Bush is a male, and that insinuates homosexuality. The irony is that President Bush is vehemently opposed to homosexual behaviors, so putting him in the position of homosexuals is seen as insulting or funny.

Because the only thing liberals understand are sexual deviance's and perversions. That is why all liberals jumped up with rage over Foley, because it's a trademarked liberal thing to be sexually deviant. It wasn't because it was a bad thing, but because he infringed on their trademark.

It means that that is the only political commentary their puny brains can come up with. My guess is, they took too many bong hits.
