I thought the base was made from sandstone and came from Scotland UK.

Seems to me that collections were made from Americans and notably pennies from school children. If that is the case, the material used is probably from the US also. I was pretty young in the 1880s, and the memories are a bit blurred;

If you mean the pedastal that statue sits directly on that was built by the US and was largely funded by schoolchildren conducting fund raisers all across the country.
If you mean the star shaped platform that the pedastal sits on that is an old harbor fort built to guard New York.
