my daughter has a 1997 Malibu and the horn will not work. The fuse looks good and I replaced the horn relay?

Could have a bad horn, bad ground or the horn contact in the steering wheel is bad. Try supplying power directly to the horn, if it works, then you know the horn and the ground is good. Now it is between the relay and the horn contact.

the horn itself is most likely dead
