In California, they are proposing a WiFi Guidance Law, which makes it illegal to tap into someone else WiFi connection.

Check around.

A wireless router will not get you any internet access unless you have a physical connection to the box. What your friend is probably doing is using a wireless access point as a repeater to boost a weak signal from a unsecured wireless network from a neighbor. This is technically free and even though questionable it is legal because he did not have to hack into the network to gain access. The laws are vague on this, as a person with broadband access who is broadcasting an unencrypted signal even ignorant of this happening has controls they could put in place to secure their network. This would be like someone talking very loudly and expecting no one to be listening. Is the person that over hears the conversation at fault or the person yelling.

Sounds like your friend is using his wireless card on his PC or laptop to get free connection to a close by wireless router, a neighbour or something that is within wireless range.

There is no such thing as free broadband service unless you are in a WiFi zone in a major city. A WiFi zone is something sponsored by corporations like McDonalds or IBM within their provided network, usually for employees and associates.

Some places are hotspots at the airport, some hotels have them built into the rooms, some malls have them at the foodcourt... also, I know some areas of a city will have a free internet as well as many hospitals. There are no free services that I know of yet - although there was a place in Florida thinking of going wireless.

I don't think we're there yet - but I think it's just a matter of time before that's the direction we go in.
