I started doing pilates. They do have some exercises that are leg strengthening without squatting. Depending on how much of a workout you're wanting. I have to admit I just started tonight, wow, it was a total blast. I know I'll see results soon.

There is not enough room to give all the specific directions on leg workouts. But, I found this web site and it was really good at leg workouts without centering in on doing squats. Check it out.

squatting is very hard on the knees and the back. pump up the music and dance.[this will help the legs] walking around the block is good for the legs and to help tone up....if you have stairs either outside or inside walk up them and back down a couple times, then move to the music again....

3 x 12 of each
....but in saying that theres obviously something wrong wiht ur legs if theyre hurting during quats so i would adress that issue first or risk causing further damage

lay on the floor ( on your saide) pointing your foot down towards the floor. lift up about 80 degrees then back down keep doing this in reps of 10 3 times to start with. http://www.getfit.com.au/html/excercises/legs.html
