you need a bluetooth adapter or a bluetooth dongle for your computer, once install, you either use your phone to set up and communicate with your PC bluetooth, on let the PC scan and find your phone, but in this part you have to set your phone bluetooth to be discoverable, which is not a good advise in terms of security.
You get an Apple Bluetooth dongle, it will work with PC.

Desktop or notebook? You'll need a bluetooth module which some notebooks may come with (you'll need to check 90% don't it's an option only) or for less a Bluetooth adapter (looks just like a USB key in fact here's one right now http://accessories.us.dell.com/sna/productdetail.aspx?c=us&l=en&cs=19&sku=A0624915 since it is a USB item you could just jack it in to your desktop.
You'll also want the phone software from it's manufactuer (NOT the carrier) such as Motorola, LG, Nokia, etc. They all call it different names.
Another handy tool for cell phones is Opera Mini which lets you access pretty much any website you want from your cell phone all you need is an unlimited data plan from your carrier. Opera Mini is very free (don't cost squat) and is a whole lot better than the crap browsers that come on the majority of cell phones.

If you have Verizon forget it their network won't support third party browsers on the cell phones so you're stuck with the one that came with it.

if it already has a blue tooth card get some software off your phone companies website or somewhere else
Then set your phone onto "find me" mode and in the program say search for phone/bluetooth devise and it will ask for an access code o somting from your phone try all the passwords you know you have on it..
Ive never gotten it to work called phone company they told me.
Good luck
