An authoring tool is simply a program which writes another program

Well, something like Front Page is an authoring tool. In Frontpage, or any other what you see is what you get editor, you manipulate objects to design a web page, and when you "publish" the page, it spits out a file with all of the HTML code. It authored the HTML, hence an authoring tool.

In a sense, Powerpoint is an authoring tool in that it spits out a file which later is interpreted as commands for another program to display the contents. However, it is an authoring tool only for itself, since you use Powerpoint to creat adntthen later to display the file.
