Under Windows XP, you cna choose to reformat the hard drive either a quick format or the complete. Use the complete format, it may be slow, but its format the whole think track by tracks.

use fdisk. create a floppy system disk with command.com, and fdisk.exe file on it. boot from the floppy, run fdisk. there is an option there to remove the partition. all files are stored on the partition of a hardisk drive. removing that partition removes everything and cannot be recovered anymore.

If I am not mistaken a file has to be over writen 7 times to be deleated by milltary standards. (Dont try to reformat 7 times) But if your freind is not some supper geek he probably cant see it.
