Formating a drive is the only way you can delete files on a computer and be 110% sure that someone cant recover any info on the drive.

Forensic specialists can usually recover quite a bit from a hard drive that has been formatted. Data stays on the hard drive even though the operating system is removed, even though the partition even is removed. Formatting does NOT remove data, only its accessibility though an operating system.

To make it difficult to retrieve data, the hard drive should be "wiped" with a program that writes nonsense data onto it over and over and over again, to ensure that what is left on the drive is in fact just nonsense. A program like Cleandisk does this, but it needs an installed operating system to run it - it leaves only the stuff you leave in the operating system, and it will clean a formatted, partitioned drive, such as a hard drive used as a storage device.

A format will make retrieval the business of forensic experts, not your home user, who would not in any way be able to get anything. DO NOT do a low level format on this disc, which indeed will erase all data, because it erases the very magnetism of the disc and puts it back on fresh: problem is that home brewed low level formats often do not put it back right and the disc is ruined.

use fdisk. create a floppy system disk with command.com, and fdisk.exe file on it. boot from the floppy, run fdisk. there is an option there to remove the partition. all files are stored on the partition of a hardisk drive. removing that partition removes everything and cannot be recovered anymore.
