This rating was created and first used for an Indiana Jones and the temple of doom. It was felt at the time it was too violent for young children cause of what happen to the main character by Harrison Ford. The big problem at the time was an R had sexual content and this movie didn't What to do? So this rating was created to separate an R and a PG. (PG-13 wasn't avaiable at the time. Hope that helps

NC-17 replaced the X rating, the "X" was associated with hard core porno movies. The new rating started in November 1990.

It's a movie rating meaning No Children under age 17.
