Marco economic aid pocketed by politicians in Africa more so than elsewhere. Africa needs help, but it should try to use there culture as a guide to go about it. Internal reform is better than reform forced by the world bank. Give tax incentives to people to donate money to Africa to help them start up a business, or give business and people tax write off donating knowledge and equipment. The local people will welcome foreign investment if we help teach them how to build a factory to make process food, give them equipment to learn to build houses. The problem is technology transfers regulations benefit the wealthy countries at the expense of the poor. Countries like Russia, and China ,
South Korea never played by IMF or world bank rules because inefficient economic high economic growth is better than efficient economic growth that doesn't absorb a enough jobs. Its better to teach a poor nation on how to build a factory to process food, and build furniture and housing.
We should rewrite tax polices in the developed world to allow individuals to donate tools and equipment to help them build there own basic industries.

The interest on the debt is crushing their economies, and their budgets. A lot of the leaders in Africa...are NOT elected either.
The USA should forgive their debt, and move on.

I admit I do not know the entire history of the governments in Africa. However, a debt is a debt! It won't go away by pretending it doesn't exist!
