to have a wastegate system do you have to have a turbocharged engine? i drive a 1996 jetta gls, manual trans, 2.0 lt, 4 cylinder

Yes. A wastegate system would have no function without a turbo.

The wastegate controls how much engine exhaust passes thru the turbo and how much bypasses it. This controls the speed of the turbo (thus how much boost it produces).

By the way, its a blowoff valve that relieves boost pressure, not a wategate. The turbo doesn't spool down fast enough to do it.

Yup, otherwise it wouldnt be needed. It relieves excessive boost pressure after you shift, so without turbo a wastegate is pointless.

Yes, built up pressure has to be exhausted.
