More accessories you may consider:
garter on leg
fishnet stockings or thigh-high white stockings
Mop cap
Shoes: definitely high heels! If you have some with an ankle strap, or high heeled mary janes, I think that would be cute.
Make-up: you don't need to get crazy. Maybe some sexy cat-eyes with black liner, and false eyelashes to be flirty, and shiny lip gloss.

it will depend on the shortness of the skirt but if it's short then wear mid thigh stockings not tights. makes sure it's short enough that it'll show skin between the bottom of your skirt and the top of the stockings. wear a garter of course. false eyelashes and mascara don't forget the eyeliner and remember the blush to give yourself the flushed naughty look. for shoes. pumps and only pumps. black pumps. at least a 3 inch heel.

Fishnet stockings and some type of high heel or stiletto heel. Then fix your make up so that you look very made up rather than pretty - blue eye shadow, dark liner, red red lipstick, etc.

Not tights, garters and hose,with the garter showing, of course. Black pumps, the higher the heel, the better. For makeup, it depends on your complexion, but red, red lips and well-mascara'd eyes are classic.
