Ask for a urgent referral to see a urologist. A UTI in men is extremely suspect - and this has all the hallmarks of a UTI - and requires specialist investigation. Women have them far more frequently - understandably so when you consider the anatomy. But in men they are rare and need investigation - I cannot stress this enough. Ask for an urgent referral. If the GP cannot do this for you, swallow your male pride (we all have it!) and go to your local GUM or Sexually Transmitted Disease clinic as a walk in patient. This should get you a speedy referral or even diagnosis if they have an inclinic lab service.
Best Wishes.

Sounds like a UTI, which is short for Urinary Track Infection. My husband had one and he hurt all the way around to his back even. It's no fun whether it's a male or female. Antibiotics will cure it and if you're still having pain when urinating, go to your local drug store and get a product called "Uristat". It is especially made for UTI's and can be combined with the anitbiotics. It will turn your pee orange, but who cares if you get relief ?

Get a second opinion and learn how to examine your prostate.

A relative of mine had similar complaints and went to the doctor regularly, each time being given medication for some minor ailment or other. Eventually they found out it was prostate cancer, but by then it was too late... Don't want to scare monger, but its better to be absolutely certain - get a 2nd opinion.

Sounds like you have got a torsion. This a MOST serious matter, and, you really need to get this fixed.

URGENTLY !!

If not a torsion, then get to an Urologist without delay. Any further delays, and you will be screaming in absolute pain. I know ... have had this type of situation, before.
