For a sense of belonging. Maslow's heirachy is:
Self Actualization
Self Esteem
Love/Belonging
Safety/Secure
Basic Need

And according to this, you can't have the one after it, if you don't have the one before it. So, if you have the basic need, you can "advance" to the next level of safety and security. So, If you are feeling sad, you possibly have your basic needs so in order to feel safe and secure you need to be comforted, in this case it's a hug, and with a hug you can also get a sense of love and/or belonging.

it makes you feel that someone cares. When you put your arms around eachother the other person feels your sadness in the way you hug. The sadness is then equaled out between the hugger and the person needing the hug. It comforts you overall.

Because when we are sad and someone gives us a hug it makes us feel a little better knowing that someone cares about us and how we feel.

It's the human touch. Actually it is just any touch.
I've somtimes needed a hug from my dogs.

because as children we looked for comfort when we where sad or hurt so i beleave we still look for it when where hurt or sad besides a good hug feels nice and also i beleave it lets the person your hugging know you feel for they pain

people crave affection by nature, the embrace of a hug can make you feel secure and loved. or that someone cares about you.
