I'm not into bagpipes because they don't seem very versatile; it's as if bagpipe players follow some code that say that they can only learn that one song (you know the one). I don't like the sound much, but that's more of a taste issue and less of a problem than the odds that you probably won't go very far with it.
I like your idea of learning something rarer. I learned the ukulele (after piano and bass guitar) for that reason. But that eventually led me to guitar, so who knows where you'll end up. Just don't stop learning or playing.

Contact a local pipeband and ask about lessons. Most bands teach beginners for free if you're serious about learning and would like to join the band. You'll need to purchase a practice chanter and possibly a book. On the average, a person is on the chanter about a year before they're ready to go on the pipes. Once on the pipes it will be some time before you're ready to perform. That time varies with how much you practice. It's a journey that takes years and very few make to the top of the field. BUT, on the way you meet many new people and make lots of friends. You can go to workshops and meet many of the world's best players who will talk with you like an old friend. You will have to endure remarks about 'they play only one tune' and 'it all sounds alike' e.t.c. But, you'll soon find the music challenging and rewards are worth it. My two pence, anyway.

Bagpipes are an awesome instrument. The problem is that they are very easy to play poorly and take years to learn to play well. (And most who try to teach themselves are a disaster!)
You can walk up to a guitar for the first time and strum something that sounds good. You walk up to a bagpipe and you are lucky if you have the strength to even make the reed sound!
As for pipers playing the same tune, that's probably Amazing Grace. It's the most requested tune by far for pipers. A lot of pipers barely tolerate it since they have to play it so often.

I use to play piano, drums and guitar..been a long time since I played.
