I think the difference is a matter of who uses the rhetoric...if America uses it, its "SHOCK AND AWE" If anyone else does it, it's "TERRORISM".
Excellent use of propaganda and double speak...I hadn't thought of that. Either way it means, "Scare them into doing things my way!"
Its all fear tactic.

Shock and Awe is the result of the of Hate filled People who want to cause harm, and death, to Others that they do not agree with, those People would be the Terrorist.
Look at it this way. Let's say Your Family is together enjoying a nice bar-b-que dinner out in Your Parent's backyard. Everyone is having a nice time. Children are laughing and playing, Aunt Marilyn is snapping photographs, like She always does. Uncle Bill is telling the same story everyone has heard a dozen times before, but never interrupts because He tells great stories.
And then.................There are Your Neighbors.......or Strangers, lurking around.......and they don't like People like Your Family, perhaps it is Your race, or hair color, or that You are making too much noise for Their liking. So shots are fired, several people go down, Uncle Bill is injured badly. After everything is over, and all is healed and well, You hear of another Family that has been attacked near Your home, and then another, and then yet another. Each attack gets worse, and People are dying.
What do You do?
Will You continue to allow it to happen?
Will You seek help from the Police, or possibly even band together to help fight this injustice. Or will You do nothing??
When bad things happen, Someone has to step in and make the call. And it takes a very Strong Person to do so.

Terrorism attempts to attack without any specific government supposedly being behind the acts (even though that's a lie). That makes it hard to retaliate because there is no specific enemy.
"Shock and awe" was an attack clearly attributable to a government, that being the US.
In this particular case, the US decided to make the political entity responsible for 9/11 to be Iraq, since there was a nice blank to fill in on the answer form. This, of course, was idiotic, but then again, so is our prez.

Shock and Awe - Hitting legitamate (or reportedly legitamate) miliatary targets with little or no warning.
Terrorism - Trying to kill as many people as possible, no matter who they are.
