social security claims my daughter is not entitled to any benifits due to the fact that he did not work enough years. could this be true?

Regardless what your child is entitled to through SS You Ex husband still has to pay support. Depending on the state he lives in will determine the amount. But he will HAVE to pay something.
Its the law. it will be based on his income...if his only income is through SS then he will have to pay you from that amount. But that has nothing to do with SS.
Call a lawyer.

I would appeal that, if he is receiving it, he must have paid enough into it to be entitled to benefits. As far as child support, it may be difficult to get any from him

It's all based on income and what state you live in. Most states make them pay something.
