I was wondering which place will the next "libis" or the next "the fort" or "makati" that is soon to boom and rise and gain popularity as the next place to be to have fun (nightlife)?

First of all "libis" "fort" and "makati" all suck and are for pretentious posers who enjoy chain franchises and shopping mall atmosphere.
Malate and Ermita have a much better genuine atmosphere. Remedios circle, J Nakpil street, Baywalk are all much better places and you can find almost anything there from really clean to really dirty fun. Not as plastic as the other places.

I am old fashioned. I liked LA Cafe in Ermita and stayed away from the high priced places in Makati.
Sorry I cant help you with the latest Hip places to go...check out some Filipino media sites.....radio and TV sites usually know.
