Does the FBI have the right to reopen a case that happens in a foreign country for murder against an American if the foreign country never solves it and then closes the case?

The FBI may be able to investigate, especially if it involves (or they suspect it invovles) a person who is physically in the US, even if the murder took place outside of the US. If they solve the mystery they could arrest the person in the US and start extradition proceedings.

The FBI only has jurisdiction in U.S. territories. If it happened on foreign soil then they can't do anything about it. The CIA could... but they won't.
