37 degrees is the optimal temperature for many organisms growth. It happens to be the body temp of humans. Also since Dr's want to see whats wrong with people the organism growing and raising a fuss is probably doing so at that temperature. Most common bacteria that affect people grow at room temp but not as well. Freezing does not kill most bacteria only inhibits growth. Additionally, most bacteria like other organisms do well in a narrow pH range. (again the same one we have) Bacteria being simple animals do not have many of the adaptation measures we have for adjusting pH etc. , but then again the can tolerate it better (being simple they individually are more rugged to a point.
Again they will grow (more slowly on the pH fringes until it gets to the point of inhibiting growth or killing life extreme acid or alkali conditions
Another factor affecting growth is the food available. Many media are made to maximize growth.(like a food lot for bacteria)

How about a lab type water bath heater and stirrer. You can get a unit that dips into the bowl, stirs the water as will control the temp to 37'C. Not sure what you what you mean by the pipe and nozzle, but maybe a dip pipe into the water with a thermostat dipped into the water that turns a pump when it reaches 37'c, will need some Electronics for this. Other options: Heat it by some solar method place bowl on a hot plate place in a microwave. have a coil of water dipped into the bowl with 37'c water passing through it.

they have to be at optimal temperature and pH depending on the bacteria, in order to be able to grow. those are the factors. also, different bacteria grow on different media (like a chocolate agar or blood agar, etc)
