Not necessarily. They could just be admitting that they had a crush on you while growing up.
But on the other hand, it's possible that they like you. In other words, it's been a while since they've seen or talked to you. So at that very moment when you both "reunited", they suddenly had an "instant crush" on you which made them admit about the past. So by saying that, it's like: "Hint, I liked you before, I like you right now, Do I have a chance this time?"

I think they just want you to know about the crush in the past. Maybe you'll think it's funny or cute. I had the exact same thing happen to me, someone told me I was the first one they liked, when she was starting high school and I was in grade 12. I didn't think that meant she still had a thing for me - because it was a long time in the past. I thought it was funny, and it was nice to hear, that's all.

No its their way of saying I had a crush on you in the past now if they ended it with I still do have one then yes they are interested but it sounds like this person is just telling you how they felt about you in the past

No. If you take what he said literally, "I always had this crush on you when we were growing up," it's stated in past tense.
He didn't say "I've had a crush on you since we were kids."
Of course, that does not mean that he doesn't. I'm merely responding to what he actually said.
