If I were you I would move out !!
If you get the repairs done the contractor will want imediate payment and if the landlord refuses to pay he will come after you so thats not really a great plan. Say you are spending this months rent on the repairs and will forward the receipts....he won't have a leg to stand on if he decides to take it to court then....make sure you keep a copy of all correspondance.....GOOD LUCK!!!!! xxx

Depends on where you live.
In California, if you withhold your rent payment, the landlord can demand that you quit (leave) or pay up within 3 days. If you don't pay, they can start eviction proceedings.
Here is what you can do:
Tell the landlord you want these repairs made immediately (24 hrs), otherwise you will arrange to get the repairs made, pay the costs yourself, then deduct the cost from your rent payment. Save the receipts. When your rent is due, send an itemized statement showing the rent less the repairs, and a copy of the workman's receipt.
Be careful to leave a paper trail. Even if you make phone calls, note the date and time you called, summarize your conversation and send a copy to the landlord. Keep your original notes.
Without more details, it's not possible to know what you mean by environmental health and health and safety issues. But a landlord is supposed to provide a safe and inhabitable dwelling (working kitchen, bathrooms, heating, hot & cold water, sewer connection, no leaking roof, no dangerous conditions with electrical or gas, etc.)
If your city has a rent mediation board, send them a copy of your correspondence with your landlord. The board may be able to prod your landlord into making the repairs.

You cannot legally withhold rent. You need to go to small claims court. Even if you're still there. You waited a long time and had good faith but he is not fulfilling his legal obligation. Did he put the promise to do repairs in writting? I hope so.

1. Check your lease agreement. If it's in the agreement that the landlord was to make repairs, take him/her to task upon it. If, in your lease, it says that you are responsible for it, then you may be out of luck.
2. You can get the said landlord for being a slum lord if the property is in dissarray. he can, in turn, get in trouble for that.
3. STOP PAYING RENT! If he tries to take you to court, you have leverage. Photograph all of the parts of the home in which he promised to repair. Show the distress on the said items in the house. You can legally stop paying rent if the landlord is not fulfilling his/her portion of the lease agreement: keeping the house in liveable condition.

if you are in england report him to the public health department tell them of the earlier orders they should then give him a time to get repairs done or face court action they will then do the repairs and claim it back from the landlord

i believe u would b don't know ur state lease laws. if u decide to do them make sure u keep all reciepts to send to the landlord with your rent. make sure u make a copy of the reciepts for urself. it would b a good idea to take before and after pictures,double prints. can u get ahold of the owner and ask and /or complain about the landlord. one other choice, most lawyers give u a free consult, find one and ask the situation to him/her. good luck.one more thought, have u talked to other tenants,maybe ya'll could get some kind of petition going for the owner, landlord and lawyer with all ur complaints.

What kind of repairs? Do you have them in writing in a move-in inspection sheet?
If he knows about them, just get his permission to get it done, then send him the bill or take it off your rent and include the bill. by law, all alterations to the apt must be approvdd in writing.

in Michigan if you rent and the landlord does not do the repairs it is legal for you to put the rent money in a escrow account until the repairs are made then they get their money

Find out your state laws, in some states they allow you pay your rent into an escrow account until issues are solved, If your state does not allow that I would not recommend withholding the rent, as you could be evicted.
