is there some do it yourself kit where you can dip stuff and give it the rubber ends commonly found on the ends of a pliers?

Yes there is. I know it is available from J.C. Witney, a mail order catalog but probably also available at Loews and Home Deport, too.

I've also seen the Dip/Plasticoat paint at Home Depot.

yep,, ive done it several times when im working on my mosiacs,, just tape up the ends,, it works fine. i have some with plastic on the ends, which are good, but i actually find the ones i put tape on to serve a purpose of their own.
why dont you just take that cat to the vet,, its ony got three paws, you should get a discount.

yes.. was called dip.. made by plasticoat I believe, they used to sell it at wamart and Kmart.. maybe even some auto parts stores
