Sex in public is never "allowed", and any overt sex on a nude beach will get you tossed off the beach...or worse. Of course, if you wander off to a more secluded spot you can usually get away with it.
The nude beach is really not about open sex, even though some people have that misconception. It's about nudity and sensuality but not sexuality...there's a difference.

Naturism / nudism is the state of performing all activities that you are allowed to do when you are clothed, but of course, only difference is you will be nude, instead of having clothes.
