Species "know" no boundries. The World is thier playground and feeding area. We humans are the ones that "set boundries" so that we can be clannish.
Now saying that, if one Country declares whales and endangered species, and a place like Japan still harvests them illegally in our eyes, then those who see this would be angered and may have a tedency for violence towards them.
People like Green peace and other enviromental organizations have been seeking cooperation from all Countries so that they can make up treaties, not to over fish certain parts of the oceans and protect wildlife on thier territory.
(Some places, the specie is indiginate, meaning that they only 'occur' in that one reigon, and are poached illegally and sold).
Now, if Countries ban the poaching and also the ability to buy a product that was harvested illegally, (which goes a longer way to help saving the specie that is endangered), then the operation would be a success.

Obviously international support is needed to maintain the wildlife as there are several migratory birds or animals. If a country bans killing of certain species of migratory animal and in other country if it gets killed it can lead to endangerment across the world.
Even if we animal buy animal food products, it will lead to more production of it and even more animals will be killed. It will be transported worldwide. So, international treaties should be signed and apply a ban on such things.
All this little things save ANIMALS!!!!!

Because several species migrate over international boundaries - if both nations don't cooperate the conservation effort is moot.
