It depends on the situation. In a military setting, not necessarily, in fact it can be a liability. In a political setting where the leader is chosen by the people (as opposed to Kim II Jung who rules by fear and secret police) I would say that charisma is vital. Without positive feelings and trust in a political leader, passive resistance to some degree will be engaged in by the population. Example would be skimping on income tax, black marketeering, failure to volunteer, and so forth.

he has to not alienate large groups of people. He needs to have most follow in order to lead.
I also believe that being a good leader doesnt depend on your ability to be elected (like some on here have stated) but being a good leader will be defined by where he leads to, and how many he had following him.

Yes and no if you are not really likeable but have good ideas you may get teh "vote" but normally yes because who wants a stuck up prude running anything.
