Mel Martinez is simply another political hack. He was a crony of Jeb Bush's and the Republican party while he was in Orlando. Ironically, one of his volunteer activities was board member at the Orlando Housing Authority, a low-income government housing agency. He would go on to be appointed Secretary of the Dept of Housing and Urban Development, where he did nothing except continue the dis-investment in affordable housing in America, especially rental housing. His lack of knowledge of housing programs at HUD was breathtaking.
Then he went on to elected politics. I know as a campaigner he ran as mudslinging of a campaign as the worst of them, and he got himself elected, probably due in large part to being of Cuban heritage. Even as a conservative myself, I consider him a bad example of a conservative.
