Which is the only 2 english football teams that can wear their home shirts at home or away? And why are they allowed to do this?

The answer is there are no teams who only wear one strip. It was thought that Preston NE didn't have to wear an away strip because they were the first winners of the league; and Reading didn't have to because they were founded by the Royal Family (this was thought to have been a rumour that existed from the early 90s when Readings home kit was blue & white hoops and their away kit was yellow & blue hoops - thus they always wore their home kit that season home and away!). However, both are untrue and therefore they have to wear an away kit when a clash exists.
Would have been a good question though...

Preston North End as the first winners of the football league, and Reading as they are known as the Royals and are the Monarch's team.
