How can a veiled woman have a conversation with a deaf man who communicates through lip reading,(other than writing) is it not disrespectful not to show your face and allow hom to see what you are saying.

Well now, what a conundrum you've set.
I think that a part of the answer is ...and it is also an important part, is 'what is their relationship with each other?'
Veiled women, as I understand it, tend to 'only reveal themselves (their head and faces) to both the man they are married to and to the father and their brothers,' but I may well be wrong. However, from what I understand, within their four walls, the rules can change to the point of being well and truly bent, though this does depend on 'the house.'
As I understand it, the 'veil' in most Muslim societies is a 'family duty,' not an obligation. But there are or have been some where it is 'the Rule of Law that one is worn.'
To digress somewhat......
Additionally, what is worn under the 'dress' is very much a matter of 'Whatever they damed well like to wear' ...which includes the downright 'expensive' and across the spectrum to 'the downright tacky' Frederick of Hollywood stuff ....and is apparently widely ~ and wildly ~ 'encouraged' by the husbands ( and that's fair enough).
How a deaf stranger and a veiled woman would overcome the problem you present here, I suspect that if the circumstance decree the need, then the exposure of the mouth would not be disallowed .....though I could be wrong. Arab women have been stoned to death for a lot less than that.

So she'll never meet this allusive deaf guy!

I think that you should set the health and safety police on to them. It has to be dangerous on the street with no peripheral vision and slight impairment of hearing.
