Ignition problem in 2001 Buick regal?

Question

When I go to start my car the key won't budge, does this mean I need a new ignition? How much would this cost assuming I know someone to put it in for me for free? Also, my car has a special electronic chip on the key that I know nothing about. Maybe I just need a new key because this was damaged somehow?

Will it go in all the way?? If it does and it still doesn't "turn", try moving the steering wheel around and that will help..
