They can be. As fluffernut said, sphagnum is a specific sort, and "peat moss" is sort of a generic term. In older garden books I think the term is used interchangeably.

Canadian Peat Moss is the same as Sphagnum Peat Moss, except that now-a-days we (in the USA) get the product from the USA, so we don't call it "Canadian" any more. Strangely enough sometimes 'mined' in Michigan. Which adds to the confusion, because the reed-sedge moss (which fluffernut mentioned) is sometimes referred to as "Michigan Peat Moss", so we can't call our Sphagnum that... for fear of even more confusion.

no, they are different. Sphagnum moss is dried sphagnum moss. Peat is a generic term for any moss or other decomposed item, harvested and dried. Locally we get rush moss sold as peat moss. It is more alkaline and often contains a lot of clay.......something my garden doesn't need!
