A very interesting question and debate .. In the verse [وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَى جُيُوبِهِنَّ] It seems that women at that time were already wearing veils. The verse didn't say "Wear Khumur and then throw it all over your Juyub" but it says [To draw their (Khumur) all over their Juyub]. Since there was no previous command in Quran for women to wear Khimar , doesn't that mean it was just a tradition ? Women before Islam used to wear Khumur and expose their bosoms and Allah was telling them to cover that area . There's nothing about covering the head or the hair .Quran didn't disapprove of that old tradition because it didn't interfere with it , but that doesn't make that tradition obligatory .

a withholding of some sort. like if your parents sanction your allowance, you don't get any! it's a punishment in the form of not getting anymore help.
