"Rendered moot", in this context, means "meaningless, irrelevant, without force, power or effect." So, in your reference to the U.S. Constitution, "the three-fifths clause was rendered moot" means that it no longer had any force at law as it was supplanted (replaced) by the Thirteenth Amendment (which caused, as a matter of law, each slave to be counted as a full citizen instead of only 3/5th of a citizen for purposes of the U.S. census). Thankfully, the combination of the 13th, 14th and 15th amendments counted the slaves as people and citizens, in addition to counting their "value" in the census. Of course, it was another 100 years before civil rights came in even a small measure to the African American community.

Hi Bruce- it's me again. I've never "cheerfully" paid income tax in my life, but I've paid anyway. As far as our current government is concerned, it's basically corrupt- all of it- Democrats and Republicans. But somehow, I still can't bring myself to vote for a Republican. Economic greed has brought our nation to it's knees but most moderate Democrats don't want a welfare state. It's a blanket statement meant to make us seem like a bunch of idealistic idiots. There is a middle ground wherein the budget could be balanced without completely stripping social programs to the needy. The politicians in office are simply pandering to the selfish interests of their constituents instead of finding ways to benefit the general public in the years to come. Unfortunately, there is a real shortage of politicians from which to vote that have integrity as well as a humanistic view of the future for all people- not JUST the wealthy or JUST the poor. Carefully electing our officials is the moral responsibility of every voter.

"Made obsolete"
The 13th amendment, in a nutshell, gave full citizenship to former slaves. This automatically rendered the clause that slaves be counted as 3/5 of a person in censuses obsolete.
