A TSH level is normal when it is between 0.4 and 4.0, so a level of 7.65 is a little high. A high TSH test result often indicates an underactive thyroid gland caused by failure of the thyroid gland. On rare occasions, a high TSH value can occur from a pituitary gland tumor that is producing excess amounts of TSH. So this means hypothyroidism.
