Well any where u go on new year's eve in Lebanon is gr8 (if u can afford it lol). Best parties everywhere whether night clubs or restaurant. If u want to go to the mountains (b careful though cos u can get stuck in the snow) i recommend Faraya Mzar there are gr8 hotel where u can find a nice singer and stuff . As for the Ceadrs (El Arz) best thing if u have a group of friends u can rent a chalet and get your own food and party all night long and fall asleep right there surrounded by snow.
Good Luck

I would recommend the Cedars. If you like tourism and mountains, it's the best place to be. If you need calmer zone, go for Barouk's cedars, although it is difficult to find a good hotel there.
Try www.skileb.com, and check the "Auberge des Cèdres" hotel, lovely location a few meters from the main street where pubs and restaurants offer a large variety of food.
Have a nice and safe trip.

On new year's eve, there are usually tons of parties going on in Lebanon. I recommend going to the one held by LBC. They get many singers, comedians, and belly dancers to perform. So it would be like hitting more than one bird in one stone.

Not the best time to go there considering last I heard there is still a war going on with Israel.....I have some clients from there that needed to cancel. Might want to consider another location.
No matter what you do, the longer you wait the prices WILL go up.
